It's someone with a twitter account parodying Richard Dawkins.

There are lots of twitter parody accounts of various celebrities. It's generally acceptable on Twitter to do this as long as it's obviously satire, and not an earnest attempt at identity theft. This is why I like twitter so much as opposed to Facebook - they understand that the fun of being on the internet is being creative, not seeing your stupid uncle's friend's racist rants.

yet they are probably the same people. So what is about the format that makes parody good in one and not the other?

The real Dawkins gasses on for much longer before he gets to the punch line.
